Instructional Design Model

Due to the project’s K-12 scope a classroom-oriented model is suggested. The Welcome to Canada course will be designed using the Morrison, Ross, Kalman and Kemp model (commonly referred to as the Kemp model). According to Edmonds, Branch and Mukherjee (1994) the Kemp (1985) model is suitable for all levels of expertise and for contexts ranging from K-12 through to businesses applications (p. 70). The Kemp model has been updated over the years; the sixth edition of Designing Effective Instruction (2011) includes a new chapter addressing technology-based instruction. This is particularly applicable to the Welcome to Canada course, as the content will be delivered to students in an online format.

Morrison et al. (2011) explain that “four fundamental components – learners, objectives, methods, and evaluation – form the framework for systematic instructional planning” (p. 14). Instructional development with the Kemp model is based on the needs of the learner - an important approach when designing curriculum for international students. Morrison et al. (2011) consider “instruction from the perspective of the learner rather than from the perspective of the content” (p. 6). When outlining the considerations of a thorough learner analysis, they note that “characteristics of culturally diverse learners need special attention during planning” (Morrison et al., 2011, p. 61-62).

Finally, the continuous cycle of the Kemp model provides an attractive alternative to some of the more linear ID models, as it allows a designer to start where needed and to include evaluation and revision as part of an ongoing process. “The design model” note Morrison et al. (2011) “must be flexible to accommodate the demands of the job, yet maintain the logic to produce an effective product” (p. vii). This focus on flexibility, combined with an emphasis on learner needs, makes the Kemp model an ideal choice for the development of the Welcome to Canada course.
